On April 22, an on-site exchange and promotion meeting on Excellent Engineer training reform was held in Nanjing, Jiangsu Province. The meeting emphasized the need to thoroughly implement the guiding principles of the 20th National Congress of the Communist Party of China and the plenary sessions of the 20th CPC Central Committee, fully implement the guiding principles of the Central Talent Work Conference and the National Education Conference, and continue to deepen Excellent Engineer training reform in accordance with the arrangements and requirements of the symposium on Excellent Engineer training reform.

Huai Jinpeng, Secretary of the CPC Leadership Group of the Ministry of Education and Minister of Education, attended the meeting and delivered a speech. Xu Qingsen, Member of the CPC Leadership Group and Vice Minister of Education, presided over the meeting. Zhao Yan, Vice Governor of Jiangsu Province, attended the meeting.
Huai Jinpeng pointed out that cultivating a large number of excellent engineers is a major political task entrusted to us by the CPC Central Committee with Comrade Xi Jinping at its core. Since the launch of Excellent Engineer training reform, China has adhered to the institutional and organizational advantages of “pooling resources to accomplish major undertakings” as an important foundation for reform, and has taken serving national strategies as the fundamental guidance for reform.
A new nationwide collaborative mechanism has been initially established. The industry-education integrated training model based on deep university-enterprise cooperation has been continuously improved. A system of competency standards and core curricula for Excellent Engineer training with Chinese characteristics has gradually taken shape. Substantial breakthroughs have also been made in evaluation reform oriented toward innovation achievements.
In particular, China has released the world’s first industry standard focusing on engineering master’s and doctoral education. While deepening industry-education integration and removing bottlenecks in talent training, this has further expanded China’s influence in global higher engineering education.
Huai Jinpeng emphasized that this year marks the beginning of the 15th Five-Year Plan period and is also a key year that connects the preceding and following stages of the three-year action plan for building China into a leading country in education. It is necessary to further strengthen political awareness, accurately grasp the new situation and new tasks, and deeply recognize that Excellent Engineer training reform is a strategic intersection for the integrated advancement of education, science and technology, and talent. It is also an important lever for cultivating new quality productive forces.
He stressed that the reform must be advanced with a broader vision, so as to provide strong talent support for high-quality economic and social development.
First, efforts should focus on national strategic needs and regional development. The reform should closely align with key industrial directions of the 15th Five-Year Plan period, focus on the upgrading of traditional industries, the growth of emerging industries, and the layout of future industries, and seize strategic initiative through forward-looking planning. It should serve the development of a modern industrial system and better support the development of new quality productive forces according to local conditions.
Second, training reform should be expanded more broadly and deeply. With capability enhancement as the goal, key training elements such as core courses, practice platforms, university-enterprise projects, and dual-advisor teams should be strengthened. Artificial intelligence should be used to empower innovation in engineering education, promoting a shift in the training paradigm from knowledge transmission to intelligent creation. At the same time, bottlenecks and difficulties in mechanism building and evaluation reform should be addressed, disciplinary layout and supply-demand alignment should be optimized, and the overall transformation of higher education should be advanced.
Third, open innovation should be upheld. China should actively expand international cooperation in Excellent Engineer training, share with the global engineering education community China’s concepts and practical experience in cultivating excellent engineers, and continuously enhance the international discourse power and influence of Chinese higher engineering education.
Expert representatives from China National Petroleum Corporation, officials from the Department of Degree Management and Postgraduate Education of the Ministry of Education and the Education Quality Evaluation Center, and representatives of the China Excellent Engineer Training Consortium delivered thematic reports. The Jiangsu Provincial Department of Education, Tsinghua University, and Aviation Industry Corporation of China gave exchange speeches.
Officials from relevant departments and bureaus of the Organization Department of the CPC Central Committee, the Ministry of Education, the Ministry of Industry and Information Technology, and the State-owned Assets Supervision and Administration Commission of the State Council, as well as representatives from education administrative departments of some provinces and municipalities, relevant departments of Jiangsu Province, universities, and enterprises attended the meeting.
Before the meeting, Huai Jinpeng visited State Grid Electric Power Research Institute Co., Ltd. / NARI Group Corporation, Estun Automation Co., Ltd., and Purple Mountain Laboratories to conduct research on Excellent Engineer training.
