Facing the intelligent era of rapid technological advancement, China Unicom, as a national team in digital information operation services and a forerunner in integrated digital technology innovation, is fully implementing its integrated innovation strategy, advancing integrated innovation in computing and networks, and continuously strengthening the digital foundation. It is also actively promoting new digital-intelligent infrastructure, developing new digital-intelligent technologies, and expanding new digital-intelligent applications. Focusing on five capability areas—AI Infra (AI infrastructure), datasets, large models, intelligent agents, and AI security—China Unicom is accelerating technological integration and innovation, and comprehensively empowering industrial development with digital-intelligent technologies.

In AI infrastructure, China Unicom is undertaking major national projects and building a large-scale, heterogeneous computing service system featuring integrated computing and networking, advanced computing efficiency, and the largest scale. In datasets, leveraging its data scale advantages and rich practical experience, it has accumulated 400 TB of high-quality industry datasets. In large models, it has built a “multi-modal symbiotic” foundational model family and developed the inclusive and easy-to-adopt Yuanjing MaaS platform. In intelligent agents, it is deploying agent applications for its own operations, government and enterprise customers, as well as individuals and households. In AI security, it has established an integrated protection system covering infrastructure, datasets, large models, and applications. In practice, China Unicom focuses on sectors such as government services, industry, the economy, healthcare, cultural creativity, and education to develop industry intelligent agents. Relying on the Yuanjing MaaS platform, it provides full-stack development services, improving the efficiency of industry large-model development by more than 50%, and delivering powerful intelligent services to numerous fields, promoting integration between the digital and real economies through digital-intelligent convergence.

China Unicom is driving digital-intelligent technologies deeper into application scenarios and accelerating the inclusive adoption of AI. It is advancing the integration of intelligence across all products and work processes, striving to create more intelligent applications that empower industry and benefit people’s livelihoods. For enterprise customers, it has built an advanced big-data platform, constructed high-quality datasets, developed more than 40 industry large models, launched the “Gewu” industrial internet platform, deployed 30,000 industrial internet projects and 7,500 5G factories, and served 6.5 million small and medium-sized enterprises in their move to the cloud and data-driven intelligence. For individual and household customers, it has iterated and upgraded the Unicom Smart Home platform, creating cloud-phone/cloud-PC services, Unicom Cloud Drive, Unicom Kanjia, Unicom Ultra HD, and other cloud-intelligent products, as well as applications such as smart medical consultation, smart home, and smart security. Its independently designed and developed home robot “Zhijia Tongtong” is entering thousands of households.

Moving forward with momentum and adapting to trends, China Unicom will promote the fair, inclusive, secure, and sustainable development of AI in response to the new round of technological revolution and industrial transformation. AI Infra (AI Infrastructure): Building an integrated intelligent computing system and a green benchmark for intelligent computing

China Unicom has built an integrated intelligent computing system architecture supported by “AI computing power + AINet + AIDC + AI scheduling platform.” In AI computing power, it is actively deploying intelligent computing scale and training/inference nodes, enhancing self-developed core technologies in the intelligent computing field, and advancing domestic substitution. For example, China Unicom’s Wuzhen intelligent computing center has a total investment of about RMB 1 billion and is being built in three phases, with a planned computing capacity of 2,000P (PetaFlops; 1P means 1 quadrillion floating-point operations per second). After phase one is completed, its computing capacity will reach 320P, creating a dual-engine system of “supercomputing + intelligent computing” to provide core support for vehicle networking, smart manufacturing, and other fields. In AINet, China Unicom is advancing network evolution for intelligent computing scenarios and has implemented high-throughput, long-distance network data transmission services. For example, it established the world’s first large-scale 5G SA MNO mass-production vehicle project for a premium automotive brand, supporting up to one million vehicles; and through “wireless optimization + edge MEC + ULCL offloading,” it built a dedicated base station network for a leading domestic automaker’s finished-vehicle warehouse, significantly reducing service latency.

China Unicom is promoting green development through “computing-electricity coordination” and accelerating the planning and construction of green intelligent computing benchmark parks. Focusing on intelligent energy-saving scenarios for wireless base stations, China Unicom pioneered an intelligent-agent collaborative workflow driven by deep reinforcement learning (DRL), using digital twins of base station energy efficiency to obtain dynamic parameters in real time, train dedicated models for different scenarios, and generate scenario-specific “cell profiles.” The energy-saving scenario core deeply integrates a three-tier guarantee of KPI-KQI-QoE: equipment-level KPI is optimized in real time through hardware, service-level KQI links user behavior to predict risks, and experience-level QoE dynamically balances energy-saving thresholds based on a historical strategy library. Today, China Unicom has scaled this intelligent energy-saving solution to more than 300 cities across 31 provincial-level regions, saving over 8 billion kWh of electricity annually, equivalent to reducing carbon emissions by about 760,000 tons. Based on local conditions, China Unicom has built green intelligent computing parks with ultra-large scale, flexible adaptation, and computing-electricity coordination. Several intelligent computing centers, such as the Wuzhen Intelligent Computing Center and the Linping Intelligent Computing Center, have been launched, setting a benchmark for green intelligent computing parks that support local digital economic development.

Self-developed scheduling platforms improve the level of intelligent scheduling across the entire network. China Unicom has launched self-developed advanced orchestration and scheduling platforms such as “Xingluo” advanced computing scheduling platform and “Zhishu,” enhancing intelligent scheduling capabilities across the network. For example, Unicom Cloud, based on the “Xingluo” platform, is deeply adapted to domestic computing chips, achieving 100% independently controllable technical links and providing safer and more efficient computing services for sectors such as finance, healthcare, and government. In addition, in computing-network integration, it has achieved a dual-plane high-speed direct connection with 400G bandwidth, orchestrating and coordinating atomic services such as connectivity, computing, data, and security within the network to provide “5G + integrated computing and network” digital infrastructure services.

Datasets: Building a high-quality dataset system and unleashing the value of data elements

Based on the application needs of artificial intelligence in various industries, China Unicom has formed high-quality datasets and established leading capabilities in dataset annotation, processing platforms, and governance assurance systems.

In agriculture, China Unicom has built the “Smart Cloud Agriculture Platform,” covering 3.17 million mu of farmland in Yunnan and reducing input waste by 18% through data-driven management. In Hengzhou, Guangxi, known as “China’s Jasmine Capital,” China Unicom has built a full-industry-chain service platform for “Digital Jasmine,” achieving a 90% accuracy rate in AI pest and disease recognition, reducing pesticide use by 20%, and increasing the premium product rate through dynamic pricing on the trading platform, leading the industry toward intelligent planting, data-based management, and digital trading.

China Unicom has brought together high-quality datasets from various industries and enabled large-scale data circulation in a trusted space, supporting high-quality AI development. During the 8th Digital China Construction Summit, the State-owned Assets Supervision and Administration Commission of the State Council released the first batch of more than 30 exemplary AI industry high-quality datasets from central enterprises across 10 sectors. China Unicom’s high-quality datasets in the information and communication sector and healthcare sector were both selected.

In the information and communication sector, leveraging its advantages in centralized data integration and leading data governance capabilities, China Unicom has integrated 600PB of internal text, audio, image, video, and other multimodal data resources to build a high-quality dataset covering eight dimensions—network operations, customer service, smart terminals, telecom anti-fraud, business decision-making, administrative office work, scientific research and innovation, and government-enterprise services—with a total scale of over 40TB. This supports the training and fine-tuning of the Unicom Yuanjing large model and empowers more than 30 AI application scenarios such as network operations and customer service.

In the healthcare sector, China Unicom, together with several top medical institutions in China, has built a high-quality dataset covering imaging, diagnosis and treatment, pharmaceuticals, and other dimensions, with a total scale of 100TB. The chest CT imaging dataset includes more than 20,000 annotated cases, and the pulmonary tuberculosis assisted diagnosis model has an accuracy rate above 95%. The kidney disease chronic management dataset integrates the full-cycle data of 10,000 patients, and the risk warning model accuracy has exceeded 95%. China Unicom Data Intelligence Co., Ltd., as the core platform carrying China Unicom’s digital-intelligence capabilities, is committed to strengthening capabilities in intelligent data annotation and data augmentation, building trusted data spaces, and constructing high-quality healthcare datasets.

Large models: Integrating into the open-source ecosystem and driving multi-field integrated innovation

China Unicom actively integrates into the open-source ecosystem and builds the Yuanjing large-model system to achieve breakthroughs in core technologies. In the vehicle networking sector, China Unicom launched three innovative vehicle-networking products—“Zhiyu,” “Zhitu,” and “Zhili”—as well as a human-vehicle-home ecosystem platform. Relying on the Yuanjing and DeepSeek large-model capabilities, Unicom Smart Mobility Technology, combined with 10 years of accumulated automotive industry data and specific scenarios, trained operation, cockpit, and traffic large models. On one hand, these help automakers improve quality and efficiency, with data showing that the integrated application of AI large models can improve overall human efficiency by 28%; on the other hand, they enhance the driving experience by providing intelligent trip planning, AI manuals, and other innovative functions for smart cockpits.

At the Voyah Automobile production base in Wuhan, known as China’s “Automobile Valley,” China Unicom Hubei Branch, relying on a “5G + MEC private network” and a self-developed AI quality-inspection industry small model, deployed an intelligent detection system in the final assembly workshop covering key stations such as dashboards, doors, and tires. By integrating motion control and deep learning algorithms, the system can automatically identify missed or incorrectly installed parts on the vehicle body with a detection rate above 99%, improving production line efficiency by 20%. “With AI visual inspection systems, 5G fully connected factories, and other new technologies, a single production line at Voyah can support flexible mixed-model production of SUVs, MPVs, and sedans, rolling one new car off the line every 118 seconds,” said a person in charge at the Voyah final assembly plant. Under the empowerment of new technologies, Voyah has achieved customized production of different models, colors, and configurations. “Now Voyah can roll out 600 vehicles a day, and the shortest time from order to delivery is just five days.” This project was also selected as a typical AI application case in Hubei Province and one of Wuhan’s first typical AI applications for manufacturing transformation and upgrading, helping Voyah win the title of “2024 MIIT Smart Manufacturing Demonstration Factory.”

In key sectors such as healthcare and government services, China Unicom has carried out scenario-based integrated innovation practices. In healthcare, Unicom Digital Medical Technology Co., Ltd. and The Third Affiliated Hospital of Southern Medical University jointly launched China’s first multimodal AI large model for orthopedics—“BoneGenius”—which integrates the diagnostic wisdom of more than 140 orthopedic experts and uses advanced algorithms such as reinforcement learning and incremental learning to address five core pain points in orthopedic diagnosis and treatment, marking the orthopedic medical field’s entry into a new era of intelligent precision. In government services, China Unicom Zhejiang Branch helped the Zhejiang Provincial Department of Ecology and Environment build the “Yuanjing + DeepSeek-R1” ecological environment large model, creating a three-database linkage system of “industry knowledge base + algorithm library + decision database,” applied to areas such as policy analysis and environmental quality forecasting. China Unicom Liaoning Branch developed modules such as intelligent form filling, intelligent recommendation, dialogue guidance, order summarization, and intelligent transfer for Liaoning Province’s 12345 public service hotline, reducing the duration of each service by more than 30% and achieving a 100% real-time order transfer rate; currently, the hotline platform’s on-time feedback rate is 100%, and the completion rate exceeds 98%.

Intelligent agents: Empowering digital-intelligent upgrading across multiple fields and providing intelligent services

“Tongtong, open a video call with my daughter!” In a China Unicom service hall in Weifang, Shandong, as soon as 72-year-old Chen Yufang gave the command in her native Weifang dialect, her daughter’s smiling face in Qingdao instantly appeared on the big screen. “No need to tap the phone, just speak,” she said with a smile.

This is China Unicom’s family robot “Zhijia Tongtong,” launched in May this year. Its dialect interaction function serves as a bridge enabling local accents to help elderly users enjoy convenient video communication and integrate into digital life. This smart-home computing host, independently designed and developed by Unicom, integrates a camera, set-top box, smart speaker, and gaming console; provides 1.2T of intelligent computing enhancement; allows voice control for all applications; and supports 15 family application scenarios such as AI agents and AI fitness. Unicom Cloud Smart Phone/Smart PC brings a new intelligent experience, integrating mainstream large models such as Unicom Yuanjing and DeepSeek to provide capabilities such as autonomous driving, AI office work, AI tutoring, and AI entertainment, offering cloud-based AI services for privacy security, digital entertainment, and intelligent office scenarios. In the future, China Unicom will leverage its strengths in digital-intelligent integration and innovation to create more convenient and richer smart life experiences around the needs of families and individuals.

In serving industry customers, China Unicom has developed industry agents such as “AI Crop Doctor,” “Intelligent Triage,” “Intelligent Quality Inspection,” and “Intelligent Operations and Maintenance Robot,” improving the level of intelligence in agricultural production, medical diagnosis and treatment, industrial manufacturing, and network operations and maintenance. The “AI Crop Doctor” digitally replicates modern medical workflows and creates a closed-loop chain of “online consultation – intelligent prescription – precise service.” Users only need to upload a photo of a diseased crop leaf on their mobile phone, and within seconds the system can accurately identify the disease type and issue a “digital prescription” including dosage and spraying cycle, while automatically recommending nearby pesticide sales points based on location. Today, the “AI Crop Doctor” is being piloted across Ban’an District, Chongqing, and then promoted to 1,000 pilot villages in the city, enabling agriculture to move from “experience-based” to “intelligence-based” production and effectively helping farmers reduce costs and improve efficiency.

For the automotive industry and transportation sector, China Unicom has centered on its integrated innovation strategy and focused on R&D and applications of intelligent agents, independently developing intelligent cockpit systems, vehicle-road-cloud digital-intelligence agents, smart transportation “Super Eye,” text/voice customer service robots, and other solutions to empower digital-intelligence upgrading and innovation in mobility experiences. For example, the “ZhiUI” intelligent cockpit interaction product independently developed by Unicom Smart Mobility Technology creates an immersive and intelligent experience, integrating large-model-enhanced voice capabilities and providing functions such as trip planning and text-to-image generation; enterprise operation AI toolkits, based on large models and industry data, cover the entire customer lifecycle and help automakers reduce costs and improve efficiency; the smart transportation “Super Eye” adopts a “terminal-edge-cloud” integrated architecture and, through 5G/V2X collaboration, expands perception distance by 30% and improves computing efficiency by 100%, supporting scenarios such as remote driving and intelligent parking; the vehicle-road-cloud digital-intelligence agent provides functions such as intelligent explanations, is highly interactive, reduces reliance on human labor, and has already been demonstrated in pilot projects in Shanghai.

China Unicom is comprehensively advancing internal digital-intelligent upgrading in management, operations, and services. For example, the “Intelligent Operations and Maintenance Robot” platform, driven by the dual engines of AI and big data, has built three core systems—intelligent inspection, predictive prevention, and intelligent energy saving—promoting the transformation of network operations and maintenance from “people + processes” to “human-machine collaboration,” and has been deployed at scale in all 31 provincial-level regions across China.

AI security: Building comprehensive solutions to enhance security effectiveness

China Unicom fully leverages its role as the “chain leader” of the modern industrial chain for network security, undertakes key core technology research, and establishes an integrated security governance system spanning AI infrastructure, data, models, and applications to jointly create an AI security governance ecosystem. It has introduced technical services such as data quality control, model trust enhancement, and content security detection to improve the reliability and traceability of AI systems. It is also actively promoting the application of AI in the security sector, enabling a shift in security operations from “human defense” to “intelligent defense.”

In anti-fraud, China Unicom has built an “anti-fraud big data platform” and an “AI outbound warning system” to achieve precise identification and real-time interception of fraudulent activities. For example, in Yantai, Shandong, Unicom assisted the police in cracking a cross-border fraud case and established an “AI first, human backup” warning mechanism, significantly improving anti-fraud efficiency. Beyond Yantai, in recent years, China Unicom Shandong Branch has upgraded the “Yantai model” into a “Qilu model” based on the province-wide integrated anti-fraud platform. At present, the AI anti-fraud system covers the entire province, forming a three-tier protection network of “provincial coordination – city linkage – grid response.” Since the beginning of this year, it has intercepted 337,000 fraudulent calls, blocked RMB 5.1 billion in abnormal transactions, and successfully dissuaded more than 5 million potential victims (including via voice, SMS, etc.).

In content security, China Unicom Shanghai Branch has built an AI content “inspection channel” and an AI work “anti-counterfeiting marker” system to enable compliance checking and copyright protection for AI-generated content. Through technologies such as “using models to govern models” and “intelligent watermarks,” it has created a closed-loop security system of “prevention before the event – interception during the event – accountability after the event.”

In data governance and management, China Unicom has built a trusted space for the healthcare industry, formulated data desensitization standards, and used a dual engine of data sandboxing and privacy computing to process data, ensuring that “raw data does not leave the domain and data is usable but invisible.” It has established 11 full-process operational standards for data governance and safeguards data quality and security through multi-dimensional measures.

In energy security, China Unicom Sichuan Branch and PetroChina Sichuan Mianyang Sales Company jointly built an “AI video analysis platform for gas stations,” establishing a new security system that emphasizes technical defense over human defense. The jointly developed intelligent capture of violations and AI risk analysis technologies cover high-risk scenarios such as oil unloading and fueling, enabling second-level response. The platform establishes full-process monitoring models for oil unloading areas, fueling areas, and convenience stores, achieving precise risk control through AI algorithms and big data analysis.
