Recently, the results of Jiangsu Province’s 2023 high-quality development comprehensive assessment were announced. Guoxin Group once again ranked first in the comprehensive assessment for provincial state-owned enterprises, marking the third consecutive year it has received this honor.
In 2023, under the strong leadership of the Provincial Party Committee and the Provincial Government, and with the care and guidance of the Provincial State-owned Assets Supervision and Administration Commission and other relevant provincial departments, Guoxin Group took the study, publicity, and implementation of the spirit of the 20th National Congress of the Communist Party of China and General Secretary Xi Jinping’s important remarks and instructions on Jiangsu as the main theme throughout the year, and advanced the themed education in an integrated manner. The Group successfully held its Party Congress, opening a new journey toward building three stronger high-level state-owned capital investment and operating companies, and writing a new chapter in high-quality development. It was recognized by the State-owned Assets Supervision and Administration Commission of the State Council as a benchmark enterprise among local “double-hundred” enterprises for 2022, and was commended by the Provincial Party Committee and Provincial Government as an excellent enterprise in Jiangsu Province. Over the year, the Group generated 75.5 billion kWh of electricity, up 5% year on year; transmitted 4.7 billion cubic meters of natural gas, with newly added third-party natural gas resources doubling year on year; and provided an additional RMB 77.8 billion in financing support for the province’s real economy and local development, up 21% year on year. It also successfully completed a number of special tasks such as equity transfers and major capital contributions, demonstrating strong commitment to serving the overall development of the province.
The Group has 8 million-kilowatt clean and efficient coal power units under construction, and has secured an additional 1.9 million kW of new energy resources. It is accelerating the construction of major energy projects such as the Ningguo Longtan and Lianyungang pumped-storage power stations in Anhui, coastal gas pipelines, and the Rudong LNG receiving terminal. In total, its planned and under-construction power capacity exceeds 10 million kW, gas pipelines exceed 1,000 kilometers, and total investment exceeds RMB 100 billion. The Group’s coal power support and supply assurance capabilities, green and low-carbon development capacity, and comprehensive energy security capabilities have all been significantly strengthened.
Through joint development of the National Graduate School of Exceptional Engineers with Southeast University, high-standard preparation of the Guoxin Research Institute, and the implementation in Huai’an of China’s first 250,000-kW compressed air energy storage project, as well as a number of electrochemical energy storage projects and domestic replacement projects for million-kilowatt generating unit DCS systems, the Group’s orientation toward using scientific and technological innovation to lead future development has become more distinct and its foundation has been further consolidated.
By strategically planning and steadily advancing the deepening and upgrading of SOE reform and the benchmarking action for creating world-class value, the Group has further accelerated the modernization of its governance system, and its development vitality and operational efficiency have continued to improve. It has also solidly advanced the construction of six major systems for safety production, strengthened legal affairs, compliance, internal control, and comprehensive risk management, and promoted the building of a broader security framework, leading to a faster positive interaction between high-quality development and high-level security. The Group has also coordinated efforts in Party building, selected and strengthened cadres and talent, and deepened comprehensive and strict Party governance, resulting in a good atmosphere of integrity and entrepreneurship.
“All past experiences are but a prelude.” Starting from this new milestone of winning first place in the 2023 high-quality development comprehensive assessment, Guoxin Group will thoroughly study and implement the spirit of General Secretary Xi Jinping’s important remarks and instructions on Jiangsu, firmly grasp the greatest political task of advancing Chinese modernization and the hard truth of high-quality development in the new era, fully leverage the functions of a state-owned capital investment and operating company, firmly shoulder major responsibilities such as energy supply assurance, financial services for the real economy, and support for the development of strategic emerging industries, accelerate the cultivation and development of new quality productive forces, and, with greater confidence, determination, and practical action, make new and greater contributions to writing a new chapter in the modernization of a stronger, more prosperous, and more beautiful Jiangsu.
