On March 28, CHN Energy Group held the launch conference for its first batch of key projects in 2024 across four provinces and autonomous regions, announcing the simultaneous commencement of 80 key projects with a total investment of RMB 400 billion. Liu Guoyue, Party Secretary and Chairman of the Group, announced the launch and delivered a speech. Wang Min, Deputy Secretary of the Party Leadership Group, presided over the conference. Group leaders Fu Zhenbang, Yang Peng, Feng Laifa, and Xu Xinfu attended the meeting, and Feng Shuchen introduced the overall situation of the projects being launched.
On behalf of the Group Party Leadership Group, Liu Guoyue expressed sincere gratitude and heartfelt condolences to all participating units and personnel working on the front lines of the Group’s project construction. He pointed out that CHN Energy Group has thoroughly studied and implemented General Secretary Xi Jinping’s important speeches and instructions, carried out the decisions and arrangements of the CPC Central Committee and the State Council, and put into practice the Group’s “136” development strategy. Focusing on strengthening confidence, stabilizing investment, and promoting development, the Group has accelerated the implementation of major projects and key works, contributing actively to better serving major national strategies, accelerating the development of new quality productive forces, and continuously promoting effective improvements in quality and reasonable growth in quantity. The projects launched this time involve large investment, strong demonstration effects, and significant driving power. They are an important step for the Group to fulfill its responsibility as a stabilizing pillar of energy supply, help stabilize expectations, growth, and employment, and represent a long-term strategy for ensuring supply, strengthening innovation, and promoting development.
Liu Guoyue emphasized that advancing major projects is a practical action by the Group to thoroughly implement General Secretary Xi Jinping’s new energy security strategy of “four revolutions and one cooperation.” It is also an inevitable requirement for fully implementing the strategy of driving industrial innovation through scientific and technological innovation, vigorously developing new quality productive forces, and an important measure to ensure energy security, promote green transition, and achieve sustainable development. All participating units should mobilize fully, adhere to goal orientation, problem orientation, and result orientation, compress responsibilities, deepen precise measures, and solidly carry out the “Year of Major Project Construction Management” initiative. They should manage the entire process, strictly control progress, quality, safety, and costs, and strive to build high-quality projects with high standards, high efficiency, and low costs. They must also go all out by ensuring Party building leadership, serving national strategy, demonstrating responsibility and action, driving through talent, and building a strong integrity barrier, actively fostering an outstanding engineering construction culture and ensuring the timely completion of all construction targets. In this way, the Group will contribute the power of CHN Energy to the comprehensive advancement of building a strong country and national rejuvenation through Chinese modernization.
The key projects launched this time cover all sectors of the “coal-power-chemical-transport” industrial chain and are distributed across Xinjiang, Qinghai, Hebei, Ningxia, and other provinces and autonomous regions. They involve 26 subsidiaries and include projects such as the infrastructure construction project for the Hami Energy Integrated Innovation Base, the Bortala “two-integration” comprehensive energy demonstration project, the Hejing pumped-storage power station and the Gunghabuchile hydropower station, the new second line and electrification expansion project of the Jihei Railway dedicated line, the Qinghai high-ratio molten-salt energy storage heating and power generation demonstration project, the Qinghai Tongde pumped-storage power station, the Cangzhou “Green Port, Hydrogen City” new energy project, the Yingjun No. 1 coal mine project, and the smart centralized heating project from Daba Power Plant to Yinchuan. The implementation of these projects will be of great significance in consolidating and enhancing the Group’s integrated multi-energy development of “coal, fire, wind, solar, and hydro,” “coal, power, railway, port, and shipping,” and “coal, power, oil, gas, and chemical,” and in building a world-class leading enterprise in clean and low-carbon energy science and technology.
At the meeting, eight units including Hami Chemical and Xinjiang Company reported on their respective projects at the launch site.
Relevant Group assistant executives and chief engineers, heads of major headquarters departments, leaders of the subsidiary companies responsible for the launched projects, as well as project and construction unit representatives and other personnel attended the meeting at the main venue and by video link.
